Presidential Commission Appointed to Probe Coal Imports

A two-member Presidential Commission of Inquiry, headed by Supreme Court Justice Nihal Kulatunga, has been appointed to investigate coal imports carried out by the state-owned Lanka Coal Company or on its behalf, from the commencement of coal-based power generation up to 16 April 2026, and to submit a report.
The Commission will investigate whether irregularities or unlawful acts occurred in coal imports and power generation during the said period.
The appointment has been made under Section 2 of the Special Presidential Commissions of Inquiry Law No. 07 of 1978, as amended by Act No. 04 of 1978 (Special Provisions).
The Commission comprises Supreme Court Justice Gihan Kulatunga as Chairperson, and Court of Appeal Justice Adithya Patabendige and High Court Judge Sanjeewa Somaratne as members. Former Ministry Secretary P. V. Bandulasena has been appointed as Secretary to the Commission.
The Commission has been tasked with examining procurement processes related to coal imports, assessing whether financial losses were incurred by the State, and determining whether substandard coal was imported during the relevant period.
It will also examine procurement, supply, quality testing, operational and usage processes, and assess whether the electricity generation from imported coal met expected efficiency levels.
Further, it will investigate whether contractual conditions were violated, whether any compensatory actions were taken, identify responsible political authorities, officials, Lanka Coal Company personnel and suppliers, and recommend further action.
It will also propose measures to prevent future irregularities and ensure transparency, and report on any other unlawful activities related to coal imports and power generation.
