Parliament Approves Resolutions on COPE and COPA Reports

Parliament has approved resolutions to refer matters contained in reports submitted by the Committee on Public Accounts (COPA) and the Committee on Public Enterprises (COPE) to the Attorney General and the Commission to Investigate Allegations of Bribery or Corruption (CIABOC) for further action.

The resolutions were adopted following a debate on the reports during the parliamentary sitting held on July 21.

Accordingly, Parliament approved a resolution to forward to the Attorney General, for observations and necessary action under Standing Order 119(4), the COPA report submitted on October 24, 2025, following its inquiry into the proposed scheme implemented between May 1, 2022, and September 15, 2023, under which Sri Lankans employed overseas were granted permits to import fully electric vehicles based on their foreign remittances.

Parliament also approved a resolution to refer to the Bribery Commission, in accordance with Standing Order 120, matters identified through reports submitted following COPE investigations for appropriate legal action.

The reports relate to the National Gem and Jewellery Authority, Sri Jayewardenepura General Hospital Board, Land Reform Commission, Sabaragamuwa University of Sri Lanka, Civil Aviation Authority of Sri Lanka, Lanka Sathosa Limited, Sri Lanka Bureau of Foreign Employment, and the National Savings Bank.

The approval was granted in accordance with the amendments to Standing Orders 119(4) and 120(4) adopted by Parliament on April 7, 2026.
