US–Sri Lanka joint framework to advance artificial intelligence in higher education

The United States has partnered with Sri Lanka to develop the country’s first national policy framework on artificial intelligence for the higher education sector.

The policy draft has been prepared in line with a request from the University Grants Commission, drawing on US expertise, standards, and innovation in artificial intelligence. The US Embassy in Colombo has worked closely with Sri Lankan authorities in this process.

The launch event of the draft framework was held on May 8 at the University Grants Commission, with Prime Minister and Education Minister Harini Amarasuriya attending as chief guest. US Embassy Chargé d’Affaires Jane Howell and senior officials also participated.

The project was developed under the technical guidance of Professor Usri Bhattacharya from the University of Georgia, a specialist in artificial intelligence. The framework aims to integrate AI into Sri Lankan universities in a safe, transparent, and internationally compliant manner.

Representatives from 18 state universities, policymakers, and industry experts contributed to consultations under this initiative.

Speaking on the collaboration, Jane Howell stated that the United States, as a global leader in AI, is proud to share its trusted technologies and standards with Sri Lanka. She added that the initiative would strengthen Sri Lanka’s future talent base and expand opportunities for cooperation with US institutions.

University Grants Commission Chairman Professor Kapila Senanayake said the initiative would significantly support modernising higher education and preparing students for the digital economy.

The national AI policy framework is expected to be finalised by June and implemented across all universities in Sri Lanka, further strengthening bilateral ties in education and technology.
