Government Authorises Import of Alternative Rice Varieties to Mitigate Samba and Keeri Samba Shortages

In response to the prevailing shortage of Samba and Keeri Samba rice in the country, the government has issued a trade notification permitting the immediate import of specific alternative rice varieties.
Under the Import and Export (Control) Regulations of 2026, third schedule, the Ministry of Finance has eased import restrictions to stabilise the domestic market and ensure food security for consumers.
According to Trade Notification No. 2482/12 issued by Finance, Planning, and Economic Development Minister Anurag Kumar Dissanayake, importers are now allowed to bring in 'G.R. 11' variety rice.
This includes Ponni Samba and Keeri/Paal Ponni rice varieties, officially recognised as suitable substitutes for the locally popular Samba and Keeri Samba rice.
To ensure swift distribution, the government has waived the usual import control licence requirements for these rice consignments. However, a strict timeframe has been imposed: the shipment date on the bill of lading must be between April 2 and April 30.
All imported rice consignments must clear Sri Lanka Customs by May 31. Quantitative restrictions have also been imposed: a single importer may not import more than 1,040 metric tonnes. This measure follows a Cabinet decision taken on March 30, jointly submitted by the Ministries of Agriculture and Trade.
The Director General of Import and Export Controls has issued operational guidelines to the Customs Department and licensed banks to ensure smooth implementation of these emergency measures.
