“We have taken appropriate measures to instill the awareness that the Presidential Fund is the people's fund, belonging to the citizens. Previously, accessing benefits from the Presidential Fund was easy only for those in special authority or positions, while ordinary people found the procedures difficult and complicated. Previously, accessing benefits from the Presidential Fund was easy only for those in special authority or positions, while ordinary people found the procedures difficult and complicated. We have taken steps to simplify the system so that applications can be made online and through local regional offices,” stated Prime Minister Kalanidhi Harini Amarasuriya.
“These initiatives are undertaken to develop our human resources in line with the demands of the modern world and to lead them forward. As a government, we implement these measures to create human resources capable of navigating the complexities of today’s world.”
The ninth phase of the national event honoring high-achieving students through the Presidential Fund took place on 14-12-2025 at Temple Trees under the leadership of Prime Minister Kalanidhi Harini Amarasuriya.
During this event, top-performing students in the 2023 and 2024 G.P.T. (General Proficiency Test) were honored. A total of 361 top students from Colombo, Kambaha, and Kaluthara districts were recognized.
They were awarded intellectual prizes worth 36.1 million rupees from the Presidential Fund.
Prime Minister Harini Amarasuriya, addressing the gathering, emphasized that the government is making special efforts to instill the understanding that the Presidential Fund is the people's fund.
“Until now, the Presidential Fund, which was easily accessed by those in special authority or positions but difficult and complicated for ordinary people, has now been converted into a simple application system online and through regional offices. All these initiatives are aimed at developing our human resources in line with the modern world and preparing them for the future. As a government, we are implementing these steps to create human resources capable of understanding and navigating today’s complex world.
With that aim, we have launched a special project to bring changes to the education system starting in 2026. Our goal is to develop a productive and capable citizenry. We need human resources that respect the environment, lead in protection efforts, demonstrate leadership qualities, show compassion and teamwork, and value democracy.
All governments have contributed to your education. This contribution comes from the taxes paid by all citizens. Therefore, you are highly valuable to us because you have the potential to serve society and take on leadership roles. The honor you receive today is an investment we make in you. You, educated and recognized with government support, have responsibilities toward your society,” he said.
Industry Minister and Deputy Minister of Finance and Planning, Anil Jayath, also stated that the Presidential Fund had become widely known among the people as a source of financial assistance for critical illnesses such as heart attacks. Under the new government, its operations have been expanded, and education has been recognized as a special sector for its application.
He further noted that the long-term vision of the government—to include everyone without leaving anyone behind—is closely linked with the Presidential Fund.
