Five MoUs Exchanged Between Vietnam and Sri Lanka

Sri Lanka and Vietnam exchanged five Memoranda of Understanding (MoUs) covering key sectors of bilateral cooperation during an official ceremony held at the Presidential Secretariat on May 8. The event took place in the presence of President Anura Kumara Dissanayake and Vietnamese President To Lam, who is also the General Secretary of the Communist Party of Vietnam.

The agreements, reflecting a significant strengthening of ties between the two countries, relate to cooperation in police training, scientific research, science and technology, religious and cultural affairs, cultural exchange, and information and communication. The MoUs were described as marking a new phase in Sri Lanka–Vietnam relations, with broader engagement expected in trade, tourism, transport and economic collaboration.

An MoU aimed at enhancing cooperation in police training and scientific research was signed between the People’s Police Academy of the Ministry of Public Security of Vietnam and the Sri Lanka National Police Academy. The agreement was exchanged by Vietnam’s Minister of Public Security General Luong Tam Quang and Sri Lanka’s Minister of Public Security and Parliamentary Affairs Ananda Wijepala.

Another MoU on cooperation in science and technology was exchanged between the Ministry of Science and Technology of Sri Lanka and the Ministry of Science and Technology of Vietnam. The agreement was exchanged by Vietnam’s Minister of Science and Technology Vu Hai Quan and Sri Lanka’s Minister of Science and Technology Krishantha Abeysena.

An additional MoU was exchanged between Vietnam’s Ministry of Ethnic and Religious Affairs and Sri Lanka’s Ministry of Buddhasasana, Religious and Cultural Affairs. It was exchanged by Vietnam’s Minister Nguyen Dinh Cong and Sri Lanka’s Minister of Buddhasasana, Religious and Cultural Affairs Dr Hiniduma Sunil Senavi.

A separate agreement on cultural cooperation was signed between Vietnam’s Ministry of Culture, Sports and Tourism and Sri Lanka’s Ministry of Buddhasasana, Religious and Cultural Affairs. This MoU was exchanged by Vietnam’s Deputy Minister Ho An Phong and Minister Dr Hiniduma Sunil Senavi.

In addition, an MoU focusing on cooperation in the information and communication sector was signed between Vietnam’s Ministry of Culture, Sports and Tourism and Sri Lanka’s Ministry of Health and Mass Media. The agreement was exchanged by Vietnam’s Deputy Minister Ho An Phong and Sri Lanka’s Deputy Minister of Mass Media Dr Kaushalya Ariyaratne.

Meanwhile, Vietnam also formally handed over a donation of 100 metric tonnes of fertiliser to Sri Lanka. The consignment was officially presented by Vietnam’s Finance Minister Ngo Van Tuan and the Director General of the Vietnam National Chemical Group Nguyen Huu Tu to the Secretary of Sri Lanka’s Ministry of Agriculture D. P. Wickramasinghe.

The Vietnamese President’s state visit assumes added significance as it follows President Anura Kumara Dissanayake’s official visit to Vietnam in 2025, undertaken in connection with celebrations marking the 55th anniversary of diplomatic relations between the two nations.
