Colombo is at Risk of Flooding
30-Nov-2025.
With rising water levels in the Kelani River, a major flood situation could occur in Colombo. This could become the largest flood disaster since 2016. Director General of the Irrigation Department, Ajith Gunasekara, advised residents in areas adjacent to the Kelani River to move immediately to safe locations and safeguard vital documents such as educational certificates.
Speaking at the media briefing held on November 28 at the Army Headquarters, he stated:
More than 50 major reservoirs under the Irrigation Department have opened their spill gates, along with a number of medium reservoirs. The Deduru Oya Reservoir has recorded the highest water levels. As of November 28, the situation had slightly eased, reducing the immediate risk, although water continues to be released at a rate of 100,000 cubic meters per second. The Puttalam–Anuradhapura Road is completely submerged.
Spill gates have also been opened at the Nachchaduwa Reservoir in Anuradhapura, submerging nearby areas. The Inginimitiya and Tabbowa Reservoirs in Puttalam have been opened, causing the Puttalam town area and the Anuradhapura Road to flood. Opening the spill gates of the Deduru Oya Reservoir also increases the possibility of flooding in Chilaw town.
Rising water levels in the Yan Oya and Padaviya Reservoirs have flooded areas including Horowpothana, Kebithigollewa, and Padavi Sripura. Although the spill gates of the Senanayake Samudraya have not been opened, its water level has risen significantly. The entire Gal Oya region is submerged and will remain so if the spill gates are opened. Authorities are monitoring rainfall before deciding further action.
The water level of the Kelani River has surpassed the 2016 level. A major flood situation is expected in Colombo tonight (Saturday). Residents are urged to take precautionary measures to safeguard essential belongings, including educational certificates and vehicles.
Water levels in the Gin Ganga may also rise. The Nilwala River is not currently at risk. Flooding is possible in areas near the Weheragala and Manik Rivers.
Meanwhile, a special discussion chaired by the Western Province Governor was held on November 28 at the District Secretariat on Dam Street, Colombo. Accordingly, residents of Mattakkuliya, Modara, Mawatha, and Madampitiya were instructed to move immediately to safer ground. The Colombo Municipal Council has arranged temporary shelters where food and essential services will be provided.
