GL Peiris vows to challenge anti-terror bill

Former Foreign Minister Prof. G.L. Peiris stated that the proposed “Protection of the State from Terrorism” bill is more severe than the existing Prevention of Terrorism Act and would place democracy and fundamental rights in jeopardy. He said he would challenge the bill in the Supreme Court once it is gazetted.
He made these remarks at a press conference held at the N.M. Perera Centre in Borella on 12 February.
He said the proposed bill, intended to replace the PTA, contains a broad definition of terrorism that could seriously affect personal freedom and civil liberties. Thirteen ordinary offences have reportedly been categorized as terrorism under the draft.
The proposal includes granting the Defence Secretary authority to order police detention of individuals in judicial custody without court approval, and granting sweeping powers to the President to declare organizations illegal and designate public spaces as prohibited areas.
Journalists reporting from areas declared prohibited by the President could face up to three years of imprisonment or a fine of Rs. 3 million. Peiris said he would challenge the bill in court once it is published in the Gazette.
