Cabinet Reshuffle Creates Legal Complications in No-Confidence Motion; Says Gayanta Karunathilaka

Chief Opposition Whip Gayanta Karunathilake stated that the opposition had informed the government about the legal and technical issues that could arise when presenting a no-confidence motion following the recent cabinet reshuffle.

Speaking during the 24 October 2025 parliamentary session, he noted:

“During the recent cabinet reshuffle, the subjects of two ministries were reallocated and divided among three ministries. When the no-confidence motion was submitted to Parliament, there were 24 ministries, but now there are 25. Therefore, we advised the Leader of the House to consult with the relevant authorities regarding the procedural implications.”

He said discussions were also held with former Finance Minister Ravi Karunanayake and Chairman of the Public Finance Committee Harsha de Silva, and that partial agreements were reached on resolving technical matters. 

However, the government must take responsibility for the legal issues that have arisen, he stressed.
