Appropriation Bill for 2026 Presented in Parliament

Deputy Minister of Economic Development Anil Jayant Fernando presented the Appropriation Bill for the financial year 2026 in Parliament on 26-09-2025 under the Speaker’s chairmanship.

According to the bill, total expenditure for 2026 is estimated at Rs. 44,34,35,64,68,000, an increase of Rs. 21,61,0,84,50,000 compared to 2025.

Allocations include Rs. 6,48,00 crore for Defence and Public Security, which is Rs. 3,055 crore more than 2025. For the President’s Office and related ministries, Rs. 11,1715 crore has been allocated, significantly higher than in 2025.

Presidential expenses rose sharply from Rs. 299 crore in 2025 to Rs. 1,137 crore in 2026. Meanwhile, the Prime Minister’s allocation decreased from Rs. 117 crore in 2025 to Rs. 97.5 crore in 2026.

Other ministries, including Health, Education, Higher Education, and Local Government, also saw increased allocations.

The second reading of the Budget will be presented by President and Finance Minister Anurakumara Thisanayake on 7 November 2025. The debate will run from 8–14 November, with the vote on 14 November. The committee stage debate will take place from 15 November to 5 December, with the final vote on 5 December.
