Develop Delft, Analaitivu and Nainativu as Green Energy Islands: President Anura

A progress review of projects being implemented under the 2026 Budget allocation for the Ministry of Energy, together with pre-Budget discussions for 2027, was held under the chairmanship of President Anura Kumara Dissanayake at the Presidential Secretariat on 17 August 2026.
The meeting reviewed the progress of projects implemented under the 2026 Budget, projects expected to be completed this year, and the funding requirements for next year.
The President also reviewed the progress of the Hybrid Renewable Energy System (HRES) currently being implemented in Delft (Neduntheevu), Analaitivu and Nainativu. He instructed officials to focus on developing and upgrading these islands as Green Energy Islands.
Attention was also paid to the resumption of energy projects launched with JICA assistance that were suspended during the economic crisis, while the funding requirements for restarting those projects under the 2027 Budget were also discussed.
The President reviewed the progress of several major ongoing and planned projects, including:
• the second 220 kV underground transmission line from Kolonnawa to the Port of Colombo;
• the Sampur-Kappalthurai power transmission development project;
• the new Habarana-Kappalthurai transmission development project (CEATP);
• installation of STATCOM facilities at the Padukka 220 kV Grid Substation (GSS); and
• the Rooftop Solar Power and Virtual Net Metering Project.
The President also reviewed the progress and future funding requirements of 14 major petroleum sector projects, including:
• construction of six new fuel storage tanks at the Kolonnawa oil storage complex;
• construction of two new fuel storage tanks and expansion of fuel storage facilities at the Muthurajawela terminal;
• rehabilitation of existing storage tanks at the Kolonnawa complex; and
• upgrading fuel handling facilities in Zone 7 of the Kolonnawa oil storage complex.
He stressed the importance of completing all these projects within the stipulated timeframe so that the public could benefit from them at the earliest.
