The bloc's assistant secretary general for intelligence and security, David Cutler, said that Russia is mapping critical allied infrastructure both on land and underwater.

“This is how Moscow is preparing for strikes against submarine targets in Europe and North America. Russian military and special services take part in the operation,” he claimed.

“Russia is preparing for an attack on NATO's submarine infrastructure. For this purpose, the Russian leadership is studying the alliance's underwater systems”, David Cutler was quoted as saying by Bloomberg.
